Challenge
The city was preparing to overhaul its digital presence. Stakeholders had developed a highly specific list of technical requirements—prescriptive (e.g., "Do you have a native form builder?") rather than outcome-oriented. That created a risk: hiring a vendor who could "check the boxes" while failing to solve the underlying operational friction.
What we did
I pivoted the procurement logic. Instead of asking vendors to confirm features, I reframed the RFP around Value-Based User Stories: from "omnichannel posting" to communication efficiency and time-to-public in a crisis; from "document replacement" to permanent link integrity and an ADA-compliant legal archive; from "form builders" to departmental autonomy and zero-code operations; from "job modules" to recruitment branding and hire-to-archive workflow. Vendors had to demonstrate how their solutions would improve staff efficiency and resident experience, not just list capabilities.
Result
The city evaluated vendors on workflow speed, compliance, and measurable outcomes instead of feature checklists. Council got a clear scorecard based on staff time savings and resident satisfaction. The shift ensured the city got what it needed to function—targeted utility over "shiny" objects—and forced vendors to prove back-office utility, not just aesthetics.

Product development ran on a reactionary model: priorities were set by whichever idea was top-of-mind for leadership or the latest urgent request from the President. Teams were spread thin across unrelated features, leaving high-value projects partially finished. The organization was "busy" but not always on the most important work for long-term scalability—and without structured intake, the technical team couldn't provide reliable timelines for asset management or inspection tools.
What we did
I introduced Scrum and Agile to move the firm from a "push" system (work forced by seniority) to a "pull" system (work pulled by priority and capacity). I consolidated the President's demands, client feedback, and technical debt into a single, transparent Product Backlog—a single source of truth that replaced "urgency of the person" with "urgency of value." I took on the gatekeeper role, subjecting every new demand to a value-based assessment: impact on client outcomes (e.g., Lifecycle Cost Analysis) vs. one-off fixes. We introduced Sprints and Sprint Reviews, delivering functional increments every two weeks and inviting leadership to Reviews so ideas were groomed for the next sprint instead of derailing the current one.
Result
The shift wasn't just process—it was a cultural move to value awareness. The firm stopped chasing the "feature of the week" and started building the "foundations of the decade." By focusing on the most important work first, we reduced development waste and increased the speed of delivering high-fidelity asset intelligence to consulting clients. Leadership gained predictability; the team gained focus.

From Ledger-and-Tags to a Barcoded Retail Platform

Challenge
The shop ran on a manual, paper-based system: inventory on handwritten product tags, sales in a physical ledger. That created critical bottlenecks: pricing and inventory errors from misread tags, hours of manual ledger auditing each month to calculate vendor payouts, and zero visibility into real-time stock, top-performing categories, or seasonal trends.
What we did
I led the end-to-end migration from paper to a modern POS ecosystem. We moved to a unified barcoding system—every vendor product got a unique SKU in a digital database—so scanning at the register ensured correct price and instant attribution to the right vendor. I implemented POS with robust backend reporting to replace the manual ledger; the sales-to-payout pipeline was automated so vendor reconciliation went from hours to a few clicks. With data digitized, I introduced a performance reporting dashboard so the shop could analyze asset turnover, identify fast-moving categories and high-margin vendors, and optimize shelf space and seasonal buys.
Result
A hobbyist workflow became a professional retail operation. Checkout times dropped and month-end accounting nightmare was eliminated. Vendors gained confidence in accurate tracking—vendor participation increased 20% in the first year. The shop shifted from "selling stuff" to managing a retail platform, using data to drive the brand's future.

Digital Elevation: Coaching a Municipal UAV Transition

Challenge
The department relied exclusively on traditional ground-based surveying (Total Stations) for infrastructure and grading. The terrestrial-only approach was resource-intensive—large-scale surveys for flood plain monitoring, street-scoping, or stock-pile volumes required days of field work and manual data collection. Challenging or hazardous terrain posed safety risks for staff on foot, and ground surveys provided specific points but lacked the holistic context of high-resolution orthomosaic imagery.
What we did
I acted as Technical Coach to build internal capacity so city employees could own the technology and data. I developed a structured readiness path and guided staff through FAA Part 107 Remote Pilot certification, turning dense regulations into a clear training syllabus. I coached the team on blending Total Station work with UAV data using Ground Control Points—anchoring drone imagery to real-world coordinates—so they kept engineering-grade accuracy while adding aerial speed and moved from counting points to generating 3D point clouds and Digital Surface Models. I mentored staff on using the data in existing GIS and CAD workflows (volumetric analysis, pre-construction documentation) so UAV outputs became a productive asset and ROI could be demonstrated to Council through time savings and safety.
Result
The city moved from third-party reliance to a self-sufficient UAV program. Staff are certified pilots and data processors; knowledge stays in-house. Site surveys that previously took two days are now completed in about 20 minutes of flight time. The department is future-ready—aerial intelligence now supports park planning, emergency assessment, and more.
